Organizational Background
Fort Meridian is a mid-sized U.S. Army command division with over 3,000 personnel. Following a series of high-profile misconduct incidents and a DoD directive on command climate reform, the division has been mandated to undergo a culture transformation initiative. A civilian OD consultant has been brought in - a decision many senior officers view as an insult to military tradition. The unit's culture is characterized by strict hierarchy, 'mission first' mentality, suppression of psychological vulnerability, hazing norms, and distrust of civilian input. The commanding general publicly supports reform but privately signals loyalty to the old guard. Midlevel officers are caught between their superiors and the need for change. Junior enlisted personnel and women in the unit carry the highest burden of the toxic culture but have the least voice.
