Organizational Background
Bridges Community Alliance is a nonprofit serving families in housing instability. Over five years, it has built a robust emergency response system: rapid rental assistance, food aid, and crisis navigation. These interventions are effective, measurable, and well-funded by donors who love seeing immediate impact. But the organization's leadership is troubled. Despite growing service volume, homelessness in their service area has increased, not decreased. The team is caught in a 'shifting the burden' dynamic: the symptomatic solution (emergency aid) relieves pressure in the short term, which reduces urgency to pursue the fundamental solution (affordable housing development, policy advocacy, prevention programs). As the fundamental solution atrophies, the underlying problem worsens, increasing demand for the symptomatic solution, which further crowds out the fundamental work. A reinforcing loop is also engaging: more emergency services build the organization's brand around crisis response, attracting more crisis-response funding and staff, which further tilts capacity away from prevention. The organization is becoming excellent at managing a problem it exists to solve. Bridges is an open system: housing markets, government policy, and economic conditions drive demand that the nonprofit cannot control. But internally, the team has a choice about where to direct its energy and resources. The Executive Director has engaged a systems thinking consultant to help the board and staff see the structure and make a deliberate shift.

Learning Objectives
- Diagram the shifting-the-burden archetype: symptomatic solution, fundamental solution, and the unintended consequence loop
- Identify how short-term relief reduces urgency for long-term structural change, creating a self-reinforcing dependency
- Map the reinforcing loop that tilts organizational capacity toward symptoms and away from root causes
- Analyze the side effects of symptomatic interventions and how they weaken fundamental solutions over time
- Develop a transition strategy that maintains necessary emergency response while rebuilding fundamental solution capacity
