Eroding Goals: Drift to Low Performance at the Division of Consumer Protection

A government agency's standards have been quietly slipping for years. Nobody lowered them on purpose. The system did it on its own.

Organizational Background

The State Division of Consumer Protection is a regulatory agency responsible for investigating consumer complaints, enforcing consumer protection law, and licensing businesses. Over a decade, its performance has declined steadily: complaint resolution times have tripled, enforcement actions have halved, and licensing backlogs have grown. The decline follows a 'drift to low performance' archetype. When the agency misses a performance target, the response has been to lower the target rather than investigate and fix the structural causes-underfunding, outdated technology, staff attrition. Lowered targets reduce the gap between performance and goal, which reduces urgency to invest, which allows performance to drift further, which triggers another target reduction. The reinforcing loop drives steady decline disguised as acceptable performance against ever-lower bars. A balancing loop should counteract this-political oversight, public accountability-but it is weak and delayed. Legislators set budgets without understanding operational reality; public complaints are diffuse and slow to translate into political pressure. The agency's open-system environment (political cycles, budget processes, public expectations) sends weak and lagged feedback that is insufficient to arrest the drift. The newly appointed Director has engaged a systems thinking consultant to help the leadership team see the eroding-goals structure, understand how it has become culturally embedded, and design a strategy to raise standards without setting the agency up for visible failure.

Key Stakeholders

Learning Objectives

  • Diagram the drift-to-low-performance archetype: performance shortfall leading to lowered goals, reduced urgency, and further decline
  • Identify the reinforcing loop driving steady erosion and the cultural mechanisms that normalize decline
  • Analyze the weak and delayed balancing loops (political oversight, public accountability) and why they fail to arrest drift
  • Apply open systems theory to understand how political cycles and budget processes send lagged, insufficient feedback
  • Design a recovery strategy that raises standards incrementally while building structural capacity, avoiding visible failure
